That sounds a lot like the posting system in baseball. To get players that are with the Japanese teams MLB teams have to bid for the rights to negotiate with the players. So for one superstar pitcher the Red Sox paid $50mil to talk to him and now they have to deal with a super agent who'll land the guy like a $70mil 8 year contract.
