Yeah, that Jesse guy above is kind of in between. On the one hand, what I've seen of his reaction videos are maybe half him actually listening to the track and reacting to it, and half him talking about it afterward. He's not just "slop-streaming," in other words. And he's a musician in the sense that he plays guitar, at the very least. Not sure how "qualified" that makes him, though. And he seems to be more "vibes"-based, rather than going into much technical stuff, from what little I've seen of him so far.
However, on the other hand, he's also definitely monetizing it all, and on top of that he's charging people via Patreon or whatever just to send him requests, starting at the $10/month tier for just 1 request per month (2 at $20/month, though that tier is "sold out" apparently). Which... ...isn't a good look, in my eyes, at all. Nice hustle if you can get away with it, though, I guess, which he seems to be. *shrug*
I'll probably still watch his videos, either way, even if I have zero intention of ever giving him money.
I've peeked at the channel for the guy you gave a URL for up there, and he seems interesting, so I've added him to my "Music Youtube" list on Feedly as well.
