From what I understand of the Unitedstatesian government system, I think you have to ultimately blame Congress for this one. They're the ones who didn't think y'all needed a clear law making it actually illegal for a sitting President to try overthrowing his own government. Just because there was no sane reason to believe they would ever actually need one of those over the last two and a half centuries is no excuse.
