Usually, Luigi is either bumped down to even less than sidekick status, like in Paper Mario where he's just a recurring NPC at best, or he's just left out altogether. The guy just doesn't get any respect.
And due to all those years of being virtually ignored or put down upon, he snaps and becomes a better bad guy, than Bowser ever was (see, he's had all this time to study the mistakes, and idly figure out ways to get around them, when he had nothing better to do).
As for the new sidekick, my guess is the Prince from Katamari Damacy. I don't care if it's from a different platform, I just think it'd be cool. ^_^
