Fan game devs keep doing the same thing and expecting different results, hoping that maybe their unlicensed fan game will be one of the few that actually makes it to the finish line before getting shut down. It's a gamble, and it's one that the vast majority of fan game devs inevitably, inexorably lose. The house always... well... I won't say "wins," here, because this C&D shit makes the "house" look like utter asshats, too, even if they're well within their rights to do this shit, so... well... I guess nobody wins in these cases, really.
As for these two particular fan projects, I had next to no knowledge or interest in them, so this is just another general "why do people keep doing this shit?" kind of post, yet again.
