As bad as "the game industry" generally is, which I've ranted about so much in the past, things like this are why the great unwashed should not be allowed anything remotely resembling control over stuff like that, even if it's something as seemingly innocuous as adding tags to stuff. Given that this is a beta thing, Valve, I would count this as a "lesson learned" and remove the user tags feature, if I were you, or at least highly limit or moderate it in some way. Let the assholes have their "lulz" during the beta, but don't let this asininity roll out to the real thing... oh wait, the useless, idiotic tags already are showing up on the real, non-beta thing. Oops.
