Is it kitschy fun, harkening back to the first, so-square-it's-hip box art? Sure! (And the second, too, for that matter.) I'm not saying I don't like it on that level. It's cool like that. But... dude... no freakin' WAY!
It could be official as a nostalgic, viral marketing technique, set up as an orchestrated hoax by the Capcom people to drum up some buzz amongst older gamers like you and me. That's how I see it. But as the actual box art that's going to be used to try to sell the game to kids at GameStop or Wal-Mart? No way!

Yeah, you'd have to have Xbox Live, but Silver is free, if you're not willing to pay for a Gold account. Similar to the Wii, you'd have to have "Microsoft Points (http://en.wikipedia.org/wiki/Microsoft_Points)" first.
I have no personal experience with PSN (http://www.us.playstation.com/PS3/Network), but I would assume that it's similar to WiiWare and XBLA.
