Based on some comments made by Doug Walker in this, although he advocated just getting rid of Gadget altogether and having the whole thing be about Penny. In either case, I would totally watch such a movie.

Full disclosure: I have not seen the actual live-action Inspector Gadget movie. Let's just say that I heard it really stinks.
