Meaning even at the time, she could see how this merger could be abused to the detriment of the country. And unless she's some braindead idiot, she knew full well that those abuses were ABSOLUTELY GOING TO HAPPEN. And what's more, she knew full well the "exciting benefits" won't necessarily happen at all.
