As soon as I saw the image in question for the first time just a few minutes ago, I immediately did a search on Google to see how legit it was. In less than ten seconds or so, I found this article.

So yeah, no, as funny as it would be for Ubisoft to show the world just how asinine the current copyright laws are by claiming their own video, that's not what happened. In fact, that "UbisoftUK" channel apparently doesn't even exist anymore. Also, it should be noted that both the original tweet and the article are from 2014, which is a billion years ago in Internet time, so I'm not sure why this is even still making the rounds, since it's easy enough to disprove.

As for me, I saw it in a retweet by Angry Joe a few minutes ago of another tweet from 8 hours ago or so, though Joe has already deleted it in just the time it took me to type up this post.
