Steam's technical support sucks rancid asshole. Two things.
First, when you go to their support page, there seems to be no way to just contact them directly, except via one of the already pre-existing categories, which might have a "Contact Steam Support" button at the bottom of it, after going several layers in. So, even if none of the categories has anything to do with the issue you are having, you still have to pick one of them to proceed. There is apparently no way to simply report general bugs or issues that don't fall into one of those few, specific, extremely limited categories.
Second, you apparently can only ever have one (1) Steam Support ticket open at any given time. If you try to submit a second one, even if you use a different (irrelevant) category, the client balks and throws up an error message telling you that you can't open a "duplicate" support request (it's not a fucking "duplicate" for fucks sake). So, your options are either to close the previously submitted support ticket yourself as "resolved" (even if it was not resolved) to make way for any new tickets to be submitted, if you think the new issue is more important, or you have to just ignore the newer issue and wait for the old ticket to be closed by Steam Support, if you think the previous one is more important.
Not that it matters, because even if they do ever respond, it tends to be with the most basic, form-letter, someone picking from a list of canned "solutions," like "did you try restarting Steam?"-level of brain-dead suggestions for "fixing" whatever issue you might be having, which makes it's not even worthwhile to submit anything to them in the first place. *weary sigh*
(EDIT) Seriously. I submitted a complaint about how, even though I have ignored a specific pubisher via that publisher's page, games from that publisher are still showing up in my Discovery queue. And then I get a response back of "go here to customize your discovery queue, sorry for the confusion." It's fucking ridiculously asinine as to just how unhelpful and irrelevant that response was. As if I haven't already long ago customized my queue. The damn thing would have been worse than useless without having done so. (/EDIT)
