Doesn't affect me, in any event, because A) I don't live in Germany or Austria, and B) I don't fucking buy movies digitally. The one (1) movie I've bought "recently," in any form digital or otherwise, was Angry Video Game Nerd: The Movie, and that has been sitting on my hard drive as a mp4 file since 2014. (Well, actually, it was transferred to one of my new SSDs in 2021, but I guess it does still technically sit on that same old HDD as well. It's also on the external SSD I [very infrequently] use to back shit up.)

There were two things I believe that made me stop buying that stuff from PSN (Before it was just no longer available for purchase)
1. They either made it very hard or outright impossible to download the content locally.
2. They kept increasing the average price per episode.
I wonder if anybody affected by the removals would lose access to stuff they have saved locally. (Assuming of course titles old enough to be downloaded were affected.)
