Following up on this thing.
I didn't give much of a shit about Epic Games Store before now. Still don't give much of a shit about it now, either, except that what shit I do give is of the negative variety. I wasn't ever planning to use it (and still am not, if Shenmue III is only timed exclusive and not permanent). I didn't know all that much about it. Still don't, really, but I know a little more than I did.
After looking into it more, all I can say is that Epic Game Store seems to be "pro-developer" (mostly in the form of giving them dump trucks full of money mainly just to keep their games off of Steam) and "anti-consumer" because, apparently, the Epic Games Store front end is shit, their privacy/security of user data is apparently shit, and as stated above, they're apparently giving Scrooge McDuck moneybins full of money to developers for, ostensibly, the express purpose of having those developers not put their games on Steam (or anywhere else other than the Epic Games Store).
That's admittedly just from a couple hours of surface-level research on Google, some of which is from randos on Reddit or whatever, but still.

So just wait it out rather than give Epic your business. (or the satisfaction of them stealing steam users with their bullshit tactics of buying everything up.)
Another gem I unearthed from those is some sage knowledge for making publishers disappear forever! (to you on steam anyway! But then if enough people do this the publisher will probably disappear into bankruptcy as well!)
How to Blacklist A Publisher on Steam
Steam has an ignore option for publishers.
You can do it too, if you wish. Here are the steps:
1. Go to the shenmue store page
2. Click the publisher
3, On the publisher page, click the gear icon to the right.
4, Click ignore
Optional: you can even report the publisher in the gear sub menu
Optional 2: If you are following the developer, click unfollow.
I've done this to deep silver already. I'll still likely be buying Shenmue 3 mind you (on the PS4) but that'll be the (probably first but definitely) last game I buy from them.

Could be legit, could be another lie, could be changed/removed from the FAQ later, but for now, at least, it is there. I'll only believe it when I see it (and when it is in my Steam library), though. As you said, they sure as fuck didn't make it clear it would be a temporary exclusivity in that Kickstarter update. Either way, yeah, I'll wait, because even if it turns out to never show up on Steam, I'm increasingly in the "Fuck Epic Games Store forever" camp, despite what I may have said earlier.
And I just found out that Epic Games is based in North Carolina, literally less than 100 miles from where I live, which just makes me hate this state all the more, among many other shitty reasons to hate it. At the very least, Cliffy B is no longer working at Epic Games, so that's one very tiny plus they have in their favor, I guess. (And apparently he had already left, in 2012, before he ever said most of those stupid things I posted about him saying there, so I guess this is neither here nor there. Oh well.)
As for Deep Silver itself... they've got their grubby fingers into too many games that I care about (for instance, the X series) for me to just blanket boycott them entirely, but I'll definitely be keeping an eye out to see if they're involved in any new games I may become interested in, before I become too interested in them, that's for damn sure, and this includes any potential Shenmue IV that may or may not come along one of these years.
I'm not sure who is more "at fault" here. On the one hand, Epic Games is the one going around driving trucks full of money up to developers to keep their games off of Steam. On the other hand, nobody is holding a gun to the heads of these developers and forcing them to take Epic's money.
