Why. No, seriously. Even based just on the clips in NC's review linked there, this has to be the absolute worst thing committed to film and passed off as entertainment that I've ever seen to this date. For reference, I've seen Manos: The Hands of Fate (full, unedited, non-MST3K version). I would say even that, in its pure, mediocre entirety, was orders of magnitude better than the thankfully little I have seen of this tripe. Though it may possibly seem otherwise, I am not exaggerating my response to this for the sake of dubious humor either, just to get that out of the way. This... this has sort of struck a raw nerve with me. It's that horrible. I like to think of myself as a tolerant person, and I can and do often find entertainment in lots of things that many people would probably think are beyond the pale. As such, it's a bit hypocritical and I'm actually a bit ashamed to even admit it, but I'm almost angry that this exists, in addition to being shocked and dismayed. It's that visceral a reaction. I don't even really know why I feel so strongly about this as I do. I mean, it's just a stupid, failed attempt at a kids movie. But... still...

Then again, I've always thought the Garbage Pail Kids in general were retarded and disgusting, even way back when I was around six years old (when they were first released). And not in the way that the creators intended, either. I wish I could have lived the rest of my life without having been made aware that someone, somewhere, actually thought it was somehow a good idea to make a horrific live-action movie based on them.

I believe the expression is, "quoted for truth."

It was a shameless merchandising tie-in, poorly executed and ill-advised to begin with. It was a lousy 90-minute commercial for a lousy product. Alternatively, "The Wizard" and "Masters of the Universe" were 90-minute commercials for better products, which were better-concieved.
